Elizabeth Orozco-Vasquez Appointed Director of the Detroit Office of Immigrant Affairs & Economic Inclusion

Mayor Mary Sheffield recently affirmed her strong commitment to Detroit’s large immigrant population by naming a highly respected advocate and leader in supporting immigrant needs, Elizabeth Orozco-Vasquez, as the City’s new Director of the Office of Immigrant Affairs and Economic Inclusion. Orozco-Vasquez is an accomplished executive with nearly two decades of experience in nonprofit administration, housing stability, and immigrant services. 

Most recently, Orozco-Vasquez served as the Chief Executive Officer of Freedom House Detroit, the only agency in the state that provides shelter and wraparound services to refugees, asylum seekers, and others seeking humanitarian protection. As the first Latina to lead the organization in over 20 years, she oversaw a period of unprecedented expansion. Under her leadership, she tripled the agency’s operating budget through her work with federal, state, and local governments, foundations, and private funders; launched a multi-million-dollar, phased campus expansion to secure the agency’s long-term infrastructure; and, in 2023, increased service capacity by 400%. 

“I am delighted to welcome such a proven and trusted leader as Elizabeth to my Administration,” said Mayor Sheffield. “Our residents clearly stated their expectations for this Office and I have heard them loud and clear.  Moving forward, the standard for Immigrant Affairs and Economic Inclusion will be to ensure that our practices and policies reflect the needs of our Detroiters that have historically been left out of the City government decision-making processes.”  

Orozco-Vasquez is an expert at identifying and creating systems to help dismantle barriers for families with significant housing, economic mobility and service access needs. She has worked closely with the City, State and regional stakeholders expand legal access programs, create the second initiative in the state of Michigan to provide mental health services to immigrant survivors of torture, develop employment and housing case management programs, and transform City and State emergency shelter service models. 

Among the responsibilities Mayor Sheffield has tasked Orozco-Vasquez with include:  

  • Leading an Office of Immigrant Affairs and Economic Inclusion Strategic Plan that assesses the needs of traditionally underserved populations and creates metrics toward equitable service delivery 
  • Ensuring that the voices and needs of Detroit’s immigrant communities are represented within the City’s internal and external policies and strategies 
  • Coordinating with the City of Detroit Human Resources Department to ensure that recruitment, training and retention practices result in a workforce that reflects Detroit’s diverse demography 
  • Serving as a subject matter expert and strategy advisor across the Sheffield Administration, focusing on communications, economic development, health and human services and broad service delivery 

A Mexican immigrant raised in Detroit, Orozco-Vasquez’s professional journey is deeply rooted in her lived experience, which drives her commitment to equity. Now serving as the Director of the Office of Immigrant Affairs and Economic Inclusion, she will leverage her technical and advocacy expertise to ensure Detroit remains a center of safety, equity, and economic opportunity. 

“It is a great honor for me to not only work for Mayor Sheffield, the first woman mayor of Detroit, but also to be an advocate for new immigrants and the many generations of immigrants who have long called Detroit home,” said Orozco-Vasquez. “I look forward to continuing to help make Detroit a place where each and every one of our residents feels at home and feels welcome in our great city.” 

“We look forward to ensuring that Elizabeth’s deep connections and proven ability to build bridges across communities throughout Detroit result in inclusive partnerships and policies so that our entire city can truly Rise Higher,” Mayor Sheffield said.   

 

Orozco-Vasquez’s last day at Freedom House will be March 27, which will mark the completion of the construction of a new residential wing – transforming the building, as she put in her farewell message to supporters, “into a blue beacon of safety for those who will continue seeking safety at our doorstep”.

She will begin her new position at the City of Detroit on Monday, March 30th. Meanwhile, the Freedom House Board of Directors has appointed Maha Mamo as the Interim CEO to lead Freedom House Detroit through this transition.

La alcaldesa Mary Sheffield reafirmó recientemente su firme compromiso con la amplia población inmigrante de Detroit al nombrar a una líder y defensora ampliamente respetada en el apoyo a las necesidades de los inmigrantes, Elizabeth Orozco-Vasquez, como la nueva directora de la Office of Immigrant Affairs and Economic Inclusion de la ciudad. Orozco-Vasquez es una ejecutiva con amplia trayectoria, con casi dos décadas de experiencia en la administración de organizaciones sin fines de lucro, estabilidad de vivienda y servicios para inmigrantes.

Más recientemente, Orozco-Vasquez se desempeñó como directora ejecutiva de Freedom House Detroit, la única agencia en el estado que brinda refugio y servicios integrales a refugiados, solicitantes de asilo y otras personas que buscan protección humanitaria. Como la primera latina en dirigir la organización en más de 20 años, lideró un periodo de crecimiento sin precedentes. Bajo su liderazgo, triplicó el presupuesto operativo de la agencia mediante trabajo con gobiernos federales, estatales y locales, fundaciones y donantes privados; lanzó una expansión multimillonaria del campus en varias fases para asegurar la infraestructura a largo plazo; y, en 2023, aumentó la capacidad de servicios en un 400%.

“Me da mucho gusto dar la bienvenida a una líder tan comprobada y confiable como Elizabeth a mi administración”, dijo la alcaldesa Sheffield. “Nuestros residentes han expresado claramente sus expectativas para esta oficina, y los he escuchado fuerte y claro. De ahora en adelante, el estándar para Immigrant Affairs and Economic Inclusion será asegurar que nuestras prácticas y políticas reflejen las necesidades de los Detroiters que históricamente han sido excluidos de los procesos de toma de decisiones del gobierno de la ciudad.”

Orozco-Vasquez es experta en identificar y crear sistemas que ayuden a eliminar barreras para familias con necesidades importantes en vivienda, movilidad económica y acceso a servicios. Ha trabajado de cerca con la ciudad, el estado y actores regionales para ampliar programas de acceso legal, crear la segunda iniciativa en el estado de Michigan que brinda servicios de salud mental a sobrevivientes inmigrantes de tortura, desarrollar programas de empleo y manejo de casos de vivienda, y transformar los modelos de refugios de emergencia a nivel estatal y municipal.

Entre las responsabilidades que la alcaldesa Sheffield le ha encomendado a Orozco-Vasquez se encuentran:

• Liderar un plan estratégico de la Office of Immigrant Affairs and Economic Inclusion que evalúe las necesidades de poblaciones tradicionalmente desatendidas y establezca métricas para una prestación de servicios más equitativa
• Asegurar que las voces y necesidades de las comunidades inmigrantes de Detroit estén representadas en las políticas y estrategias internas y externas de la ciudad
• Coordinar con el City of Detroit Human Resources Department para garantizar que las prácticas de reclutamiento, capacitación y retención resulten en una fuerza laboral que refleje la diversidad demográfica de Detroit

Inmigrante mexicana criada en Detroit, la trayectoria profesional de Orozco-Vasquez está profundamente marcada por su experiencia personal, lo que impulsa su compromiso con la equidad. Ahora, como directora de la Office of Immigrant Affairs and Economic Inclusion, aprovechará su experiencia técnica y de defensa comunitaria para asegurar que Detroit siga siendo un centro de seguridad, equidad y oportunidades económicas.

“Es un gran honor para mí no solo trabajar para la alcaldesa Sheffield, la primera mujer alcaldesa de Detroit, sino también ser una defensora de los nuevos inmigrantes y de las muchas generaciones de inmigrantes que han llamado hogar a Detroit por tanto tiempo”, dijo Orozco-Vasquez. “Espero seguir ayudando a hacer de Detroit un lugar donde cada uno de nuestros residentes se sienta en casa y bienvenido en nuestra gran ciudad.”

“Esperamos que las profundas conexiones de Elizabeth y su capacidad comprobada para tender puentes entre comunidades en todo Detroit se traduzcan en alianzas y políticas inclusivas, para que toda nuestra ciudad realmente pueda Rise Higher”, agregó la alcaldesa Sheffield.

El último día de Orozco-Vasquez en Freedom House será el 27 de marzo, marcando la finalización de la construcción de una nueva ala residencial —transformando el edificio, como ella expresó en su mensaje de despedida a sus seguidores, “en un faro azul de seguridad para quienes seguirán buscando refugio a nuestras puertas”.

Comenzará su nuevo cargo en la City of Detroit el lunes 30 de marzo. Mientras tanto, la junta directiva de Freedom House ha nombrado a Maha Mamo como directora ejecutiva interina para guiar a Freedom House Detroit durante esta transición.
