Las autoridades piden reportar daños por la inundación en el suroeste de Detroit hasta el 3 de abril

Tras el quiebre de una tubería principal en el suroeste de Detroit el 17 de febrero, los residentes cuyas viviendas, vehículos o pertenencias hayan sufrido daños deben actuar rápidamente, si desean que la ciudad y las agencias de servicios públicos reembolsen alguna de sus pérdidas.

Las autoridades piden a los afectados que completen los reclamos hasta el 3 de abril con el Departamento de Agua y Alcantarillado de Detroit.

El quiebre de la tubería de agua de 54 pulgadas inundó sótanos, dejó vehículos atrapados en masas de hielo, cubrió pertenencias con lodo y provocó evacuaciones en balsas en el área de las calles Beard y Rowan, una zona donde se levantan unas 400 casas. La ciudad y su socio en la administración del agua, la Great Lakes Water Authority, se han ofrecido a cubrir los daños por los que las aseguradoras no respondan.

Equipos municipales han estado limpiando los sótanos afectados, algunos de los cuales constituyen el área total de vivienda de las personas. También han reemplazado calderas y calentadores de agua para que los residentes puedan regresar a sus hogares.

Hasta la noche del domingo, 16 hogares damnificados seguían alojados en hoteles costeados por la municipalidad, según indicó Bryan Peckinpaugh, director de asuntos públicos del Departamento de Agua. Eso, luego de que hayan sido 206 los hospedados.

Peckinpaugh indicó que las autoridades escogieron el plazo de los reclamos, de acuerdo con lo que indica la ley de Michigan sobre desbordamientos y obstrucciones del alcantarillado.

La inundación del 17 de febrero no fue por alcantarillado, según los funcionarios, pero la ley que se utiliza como guía indica que los residentes presenten reclamos por escrito dentro de los 45 días posteriores al daño. El 3 de abril se cumplen 45 días del quiebre de la tubería principal.

Los damnificados pueden presentar el reclamo en la página web del Departamento de Agua en detroitmi.gov/dwsd para cumplir con el plazo. Todos los daños y pérdidas pueden incluirse en el mismo formulario, que no necesita presentarse ante la Great Lakes Water Authority.


El formulario está disponible en inglés y español. Si alguien requiere ayuda para completarlo, puede llamar al 313-774-5261. Tras la inundación, la línea ha sido habilitada para tramitar preguntas e inquietudes.

Peckinpaugh explicó que es clave que en el reclamo se incluya una descripción completa de los daños, así como información de contacto y la dirección de donde se produjeron las afectaciones.

Además, deberían adjuntarse documentación y recibos.

Peckinpaugh señaló que, después de completar el reclamo inicial, si se requiere, los residentes pueden contactar al socio de la municipalidad, Mackinaw Administrators, a través del 877-311-3664 o DWSD@mackadmin.com, para añadir más detalles, recibos, actualizaciones o para pedir información sobre el estatus del caso.

Eventualmente, habrá un momento en que los afectados no podrán incluir más información, pero Peckinpaugh aclaró que la opción para actualizar reclamos debería estar disponible durante abril.

Sin embargo, también precisó que quienes hayan sufrido daños en sus vehículos deben actuar rápido y presentar esos reclamos pronto.

El lunes, Peckinpaugh indicó que la ciudad está priorizando los casos de daños de vehículos y se espera concretar esos reclamos entre los próximos siete o diez días.

“Sabemos que no tener transporte es un problema”, dijo. “Esas personas han sido afectadas también por el desastre, entonces, estamos priorizando los vehículos”.

De acuerdo con la municipalidad, el proceso luego de presentar un reclamo es:

  • Dentro de los primeros 14 días, la persona que llenó el reclamo recibirá un correo o una carta notificando el recibo junto a un número de caso.
  • Mackinaw Administrators procesará el reclamo. Ellos revisarán los documentos, las fotografías y, posiblemente, visiten la propiedad. Este proceso podrá tomar entre 45 y 60 días “dependiendo de la capacidad de respuesta del demandante” con los administradores, que podrían requerir información adicional.
  • Mackinaw Administrators determinará el monto que deberá ser pagado por el daño.
  • Si el residente está de acuerdo con el monto, deberá firmar una exoneración que libera a la ciudad de demandas después del acuerdo. “Si la oferta se rechaza, dependerá de ellos si quieren seguir con acciones legales”, señaló Peckinpaugh en un correo electrónico.

Previamente, dos abogados explicaron a Free Press que existe un gran reto en los tribunales para superar la inmunidad gubernamental.

Las autoridades han buscado a los afectados, visitado los hoteles y trabajado con traductores para transmitirles la información sobre el plazo para presentar los reclamos, de acuerdo a Peckinpaugh. Este fin de semana esas actividades continuarán, aunque se cree que la mayoría de denuncias ya se han hecho.

Peckinpaugh dijo que, hasta el momento, 321 hogares individuales han completado los reclamos.

Anteriormente, Gary Brown, director del Departamento de Agua y Alcantarillado, indicó que el costo para cubrir todas las necesidades y arreglos será de entre $8 y $10 millones.

En consultas sobre los deducibles del seguro hasta los salarios perdidos, pasando por los insumos de limpieza de los residentes que se hicieron cargo de esas tareas tras la inundación, las autoridades pidieron que todos esos rubros se incluyan en los reclamos y ellos trabajarán para hacer el cálculo del total.

Además de llenar el formulario de reclamo, el alcalde Mike Duggan ya había solicitado a quienes cuenten con seguros contactar también a sus aseguradoras.
