Campaña electoral de Rogelio Landín par la alcaldía de Detroit

Rogelio Landin es un activista y empresario de larga trayectoria, que si ganara la candidatura, asumiría el control del distrito escolar público. 

Panorama general: La entrevista de Axios con Landín es la más reciente de nuestra serie de entrevistas a candidatos a la alcaldía sobre sus prioridades políticas.

  • Landín y otros candidatos que no han ocupado cargos públicos electivos buscan impulsar el gobierno munic- ipal desde el exterior.
  • La contienda culmina con una primaria en agosto, donde los dos candidatos más votados se enfrentarán en noviembre.

Retrospectiva: La trayec- toria de Landín, oriundo
de Detroit, abarca desde un extenso trabajo local y nacio- nal por los derechos civiles de los latinos hasta juntas directivas de organizaciones sin fines de lucro, desarrollo laboral y consultoría con escuelas sobre diversidad y competencia cultural.

  • Landín, de 71 años, formó parte de la coalición Nuevo Detroit, formada para generar un cambio en respuesta al levantamiento de 1967 cuando tenía poco más de 20 años.
  • Landin también ha formado parte de cinco consejos asesores vecinales (grupos de residentes que negocian beneficios con grandes promotoras inmobiliarias) y lidera
    la Liga de Ciudadanos Latinoamericanos Unidos a nivel local.
  • Se postuló para el Concejo Municipal en cuatro ocasiones entre las décadas de 1980 y 2000.

Nos comparte: Landín afirma que decidió postularse porque tiene una amplia experiencia en las áreas en Detroit que necesitan ayuda: educación, vivienda y desar- rollo laboral.

  • “He intentado todo lo que sé para darles ideas a la gente”, afirma. “Llegué al punto en que nada de eso ha funcionado, en que la única manera de implementar lo que he trabajado durante 20 o 30 años es hacerlo yo mismo, en nombre de las personas a las que les he dedicado mi vida”.

Situación actual: Landín fue noticia por su deseo como alcalde de intentar anexar 28 municipios con dificultades financieras del área metro- politana de Detroit, some- terlos a la administración de Detroit y utilizar los recursos combinados para resolver problemas como la vivienda y el transporte público.

  • Considera la idea de “una solución sostenible a largo plazo para generar más ingresos” y recursos del gobierno federal al conver- tirse en una ciudad de más de un millón de habitantes.
  • Al preguntársele por qué las comunidades aceptarían ser anexadas, Landín respondió que, si tuvieran una solución a sus propios problemas, ya lo habrían hecho.
  • “Asumiré toda la respons- abilidad de argumentar económicamente por qué esto beneficia a todos”, añadió.

En otra postura audaz, Landín quiere usar su expe- riencia en educación y poner el Distrito Comunitario de las Escuelas Públicas de Detroit bajo la administración de la alcaldía. Está admin- istrado por separado por un superintendente.

  • La idea de que el alcalde administre el distrito en dificultades fue propuesta por el exgobernador John Engler en 2017, según The News, pero el estado y la ciudad intentaron un enfoque similar a finales de la década de 1990 y los votantes lo rechazaron después de unos años.

Entre líneas: Landín quiere centrarse en el empoderamiento financiero para que los habitantes de Detroit puedan acceder a la vivienda que desean, en lugar de centrarse únicamente en la construcción de viviendas asequibles.

  • También quiere considerar la construcción de un World Trade Center en el Renaissance Center.
  • Asimismo, quiere desarr- ollar el puerto de Detroit y mejorar la posición de la ciudad como un importante centro logístico para el transporte ferroviario, de carga, aéreo y terrestre.

Contexto: Un tema central de la campaña para la alcaldía son las grandes empresas y
la comunidad: equilibrar los diversos intereses y necesi- dades de quienes afectan y se ven afectados por la evolu- ción de Detroit. Un ejemplo destacado de esta dinámica es la Ordenanza de Beneficios Comunitarios (CBO),
un proceso en el que los promotores inmobiliarios que reciben cierto nivel de recur- sos públicos deben reunirse con un consejo de residentes y redactar un acuerdo que beneficie al vecindario en torno a su proyecto.

  • Afirma que en los procesos de CBO, las corporaciones que buscan emprender grandes proyec- tos “no le quitan nada a la comunidad”, como argu- mentan algunos críticos.
  • Recuperan terrenos no utilizados y utilizan incen- tivos fiscales basados en el rendimiento, no “regalos”, afirmó.

En resumen: Le pregun- tamos sobre una cualidad que aportaría como alcalde que lo diferenciara de otros candidatos.

  • “La profundidad y amplitud de mi experiencia”, dijo, y agregó que podría convocar a las partes interesadas, al igual que a cualquier otro candidato.
  • También mencionó su experiencia en la formación de coaliciones y que es
    el único candidato no afroamericano. “Tenemos la oportunidad de formar una coalición urbana nacional entre afroamericanos e hispanos para abordar los resultados de las elecciones de 2028 en adelante, y así es como recuperaremos nuestro gobierno”.
