$112 million Southwest Detroit freight terminal project takes public input: What it means for truck traffic

La organización sin fines de lucro está conduciendo divulgación comunitaria, desarrollo de fuerza laboral, y compromiso de empresa de pequeño negocio con una beca de Norfolk Southern Railway, que opera el lado este del patio de carga.

“Cerramos una gran parte del grifo para camiones que podrían elegir no seguir las reglas y cortar a través de ese barrio.”

La entrada contará con una puerta automatizada para acelerar el procesamiento de camiones y evitar una larga fila de camiones respaldados en Livernois, que puede bloquear el tráfico de vehículos y bicicletas, dijo.

Justin Watson, gerente de infraestructura, capacidad y eficiencia de Norfolk Southern, dijo que la puerta automatizada acelerará el procesamiento de camiones de 90 segundos a 45 segundos cada uno.

En octubre de 2025, la ciudad promulgó restricciones de ruta de camiones que prohíben camiones en calles residenciales y ciertos caminos como Livernois Avenue entre Vernor Highway e I-75, Dragoon, Clark, Scotten, y West Grand Boulevard.

Augusta Gudeman, especialista en carga de la ciudad, dijo que el tráfico de camiones en calles donde restricciones fueron añadidas cayó de 60% a 80%.

Dos nuevas unidades de policía de vehículos comerciales se enfocarán a tiempo completo en la aplicación de camiones de Southwest Detroit, dijo.

Pocos residentes se presentan para la casa abierta del proyecto

Los socios de Detroit Recharged llenaron una casa abierta el 23 de julio en Latino Press, pero los residentes que serán impactados por el proyecto de infraestructura estaban en gran medida ausentes.

“Parece estar bien pensado, pero no veo otros residentes aquí,” dijo Hilda Rangel, quien asistió como representante del Springdale Woodmere Block Club.

Ann Byrne, presidenta del club de bloque, dijo que algunos miembros de la comunidad sienten un sentido de déjà vu, conforme la ciudad les pidió votar sobre planes de embellecimiento para la instalación hace 30 años.

En cambio, residentes obtuvieron una “pantalla verde barata,” una “polvareda,” y problemas constantes de baches, respaldos de alcantarillado, e inundaciones, dijo en una entrevista telefónica.

Byrne quiere ver a los socios del proyecto mantener su promesa sobre paisajismo, con más que una cobertura tipo lona alrededor de la instalación, dijo.

La iluminación no debe cegar el tráfico o interrumpir vecinos y preservar caminos migratorios para insectos, dijo.

En la casa abierta, ingenieros, arboristas, y gerentes de transporte estuvieron de pie al lado de tableros que muestran opciones de iluminación y árboles, planes de drenaje y pavimentación, y mejoras de flujo de tráfico.

Votos sobre opciones de diseño de iluminación y paisajismo fueron contados con puntos de colores pequeños.

La huella física de la instalación permanecerá igual, pero la capacidad de la instalación será aumentada apilando contenedores más alto en lugar de más ancho, dijo Herbert Smith, vicepresidente regional en Norfolk Southern.

Una grúa de pórtico montada en riel apilará cinco contenedores internacionales uno encima del otro, en lugar de la configuración actual de dos de altura, dijo.

Norfolk Southern y CSX Corp. conjuntamente operan el patio de carga. Norfolk Southern posee 67.5 acres en el lado este de las vías de tren, mientras que CSX posee aproximadamente 50 acres en el lado oeste.

Se Planean Más Reuniones Públicas

El proyecto está en la fase de diseño temprano, y la casa abierta fue realizada para solicitar retroalimentación comunitaria, dijo Smith.

La retroalimentación del evento influenciará el diseño final de la instalación, así como el trabajo que SDEV hace en colocación de empleo, desarrollo de fuerza laboral, y mejora de habilidades, dijo.

Una reunión pública virtual será realizada antes del final del verano, con reuniones públicas adicionales planeadas conforme el diseño progresa, dijo Smith.

Un portavoz de Norfolk Southern le dijo a Planet Detroit en 2024 que la compañía de ferrocarril prometió $1 millón como parte de una beca a SDEV para ayudar con divulgación comunitaria, desarrollo de fuerza laboral, y compromiso de empresa de pequeño negocio.

Garcia, directora ejecutiva de SDEV, dijo que la casa abierta del mes pasado representa el primer compromiso comunitario que el grupo ha podido realizar desde recibir la beca en 2024.

Una vez que la ciudad aprobó el volante del evento el 5 de julio, SDEV comenzó a hacer puerta a puerta en 1,900 hogares en el barrio alrededor de la instalación el día siguiente, dijo Garcia. El trabajo fue pausado en días con mala calidad del aire récord y calor extremo, dijo.

“Si pudiera volver el tiempo y tener una persona en el terreno el minuto que aprendimos sobre la beca, lo haría,” dijo Garcia.

SDEV planea contratar a un empleado de tiempo parcial para ayudar a entender las necesidades de fuerza laboral de la comunidad, dijo Garcia. El compromiso tomará lugar al final de 2026 y en 2027, dijo.

El trabajo será realizado puerta a puerta, conforme algunas comunidades de primera línea directamente impactadas por la contaminación de la instalación opten por no participar en reuniones como la casa abierta, dijo.

“Quizás tienen dos empleos, quizás son hablantes de español, o no saben qué son estas reuniones,” dijo.

Dada la aplicación de inmigración del gobierno federal en curso, Garcia dijo que algunos residentes pueden no estar cómodos asistiendo a reuniones formales.

“No están preocupados sobre ferrocarriles. Están preocupados sobre una redada.”
