Detroit to crack down on 61 apartments with maintenance issues

Detroit endurecerá medidas contra 61 complejos de apartamentos con problemas de mantenimiento

Funcionarios de la ciudad de Detroit buscan que decenas de edificios de apartamentos con problemas persistentes sean reparados antes de que caigan en un deterioro mayor y pongan en riesgo a sus residentes.

La ciudad ha identificado 61 edificios de apartamentos multifamiliares con problemas “crónicos” de mantenimiento y cumplimiento que no han sido atendidos, informaron autoridades de los departamentos de leyes, salud y seguridad en la construcción durante una reciente conferencia de prensa.

Líderes de la ciudad se comprometieron a implementar un proceso coordinado que incluye inspecciones conjuntas entre Buildings, Safety, Engineering, and Environmental Department (BSEED) y el Detroit Health Department, acuerdos legales supervisados por la corte y la colocación de gravámenes sobre propiedades con múltiples multas sin pagar por deterioro urbano y violaciones al código.

Las condiciones deficientes en viviendas de renta han sido durante mucho tiempo una preocupación para los residentes de Detroit. En meses recientes, la ciudad tomó acciones contra Real Token, una empresa de bienes raíces basada en blockchain, por violaciones de orden público relacionadas con cientos de propiedades residenciales en Detroit. Inquilinos de Leland House también han quedado en medio de la situación, enfrentando dificultades para mudarse mientras su edificio atravesaba un proceso de bancarrota.

“Se trata de ser proactivos, no reactivos. Se trata de prevenir el desplazamiento, proteger a nuestras familias y responsabilizar a los propietarios antes de que los edificios lleguen a un punto crítico”, dijo la alcaldesa de Detroit, Mary Sheffield, durante una conferencia de prensa. “Como alcaldesa, estoy comprometida a asegurar que cada residente de Detroit tenga un lugar seguro al que pueda llamar hogar. Y para quienes siguen descuidando sus responsabilidades, esta administración quiere dejar claro que la ciudad de Detroit está interviniendo y que habrá rendición de cuentas.”

Así es como funcionará la estrategia de aplicación y acción legal:

BSEED y el departamento de salud realizarán inspecciones conjuntas para monitorear la seguridad estructural y los riesgos a la salud en los edificios.

El departamento legal de la ciudad y BSEED han identificado 61 edificios multifamiliares con problemas continuos que no han sido solucionados. Treinta y cuatro de estos edificios pertenecen a Real Token y los otros 27 corresponden a Russell Woods Apartments LLC, Chapel Court, Imperial Manor y Pierre Apartment en distintas direcciones, según funcionarios y una lista proporcionada al Free Press. El departamento legal contactará a los propietarios en las próximas semanas para establecer acuerdos supervisados por la corte que incluyan plazos específicos para realizar reparaciones. Si los propietarios no cumplen, la ciudad procederá con acciones legales, incluyendo la posible toma de control de la propiedad como una molestia pública, explicó el director de BSEED, David Bell.

El departamento de apelaciones y audiencias de la ciudad comenzará a colocar gravámenes sobre propiedades con violaciones significativas sin pagar relacionadas con deterioro urbano. Estos gravámenes permanecerán hasta que se corrijan las infracciones.

“Sabemos que las condiciones en las que vive la gente se reflejan en sus resultados, ya sea asma por moho o humedad, lesiones por estructuras inseguras o el estrés diario que las familias cargan por vivir con esa preocupación constante”, dijo el Director de Salud Pública, Ali Abazeed.

La estrategia de Sheffield forma parte de un esfuerzo más amplio de su administración para mejorar las condiciones de vivienda. BSEED también tiene como meta que 65 edificios para adultos mayores cumplan con los requisitos antes de agosto de 2026, según ha señalado la alcaldesa. Durante años, adultos mayores en Detroit han denunciado malas condiciones en viviendas de renta, desde infestaciones de moho y plagas hasta falta de calefacción y medidas de seguridad insuficientes.

En 2024, el Detroit City Council aprobó una propuesta para reformar la ordenanza de viviendas en renta, con el objetivo de sancionar a propietarios negligentes y fortalecer las inspecciones. La ordenanza aumentó las multas por ciertas violaciones y permitió a la ciudad colocar gravámenes sobre propiedades con pagos pendientes si los propietarios no cumplen, una medida que autoridades esperaban daría mayor fuerza al proceso de sanciones.

En ese momento, funcionarios buscaban aumentar el cumplimiento de propiedades en renta del 10% al 20% y luego al 30%. Actualmente, solo el 14% de las propiedades en renta en Detroit cuenta con un certificado de cumplimiento, indicó Bell.

“Esperamos aumentar esa cifra entre un 25% y un 35% en el próximo año”, agregó.
