Language phobic Anglos have long sought protections from perceived and manufactured threats from other language groups as early as 1900, then from the Germans. The English First/English Only movement has once again found a new home in the Trump administration with the president having signed Executive Order #14224, 03/06/2025 repealing Executive Order 13166, essentially ending the requirement for federal agencies to provide language accommodations. The EO does not prohibit the use of other languages, thus making language support services optional.
Once again we must raise our voices to challenge and protest the English only proposed change to Head Start. It is a direct attack on the Hispanic community, the largest Limited English Proficiency service user of Head Start. It is incumbent upon us to take the lead given our history contributing to the origins of Head Start.
In 1957, LULAC, the League of United Latin American Citizens, established the “Little School of the 400” to prepare Spanish dominant preschoolers with the basic English vocabulary to succeed in 1st grade. There are numerous education equity and equality court cases dating back to 1947, Mendez v Westminster which address educational access issues.
The inclusion of Hispanics in the Civil Rights Act of 1964 provided for protections and made Discrimination illegal and unconstitutional. The pursuit of equality in educational opportunity ushered in the era of busing as a shared response to the concerns of the time. Hispanics became pawns for the courts in Bradley v. Milliken I (1972) and II (1976 – 1978), wherein the recommended court remedy was to use Hispanics as White to desegregate Detroit Public Schools. As President of LULAC Council #11054 at that time, I then assembled a team to file an Amicus brief which was favorably adjudicated resulting in the preservation of Bi-lingual education in America.
The importance of Head Start to Detroit is documented from its inception in 1981, through Matrix Human Services and Vistas Nuevas Head Start, the largest provider in Detroit. We have weathered the challenges before, up to and including immigration raids on Vistas Nuevas facilities 2007-08.
Last week, EL CENTRAL published an article from the Michigan Immigration Rights Center (MIRC) on the funding cuts that leave 500 unaccompanied immigrant children without legal representation. This is a special brand of evil to do something this diabolical to vulnerable children.
While this is far from a comprehensive treatment on the issues and related history, I am writing to share and ask for your support in reaching out to your elected officials at every level to ask that they alert their constituents to invest the time to comment and advocate for our children who are once again being made pawns and scapegoats for America’s problems.
This past weekend I drafted a resolution to oppose the English Only proposal for Head Start that was unanimously supported by the 13th Democratic Congressional District and will be placed before the Michigan Democratic Party state convention for approval and adoption August 29th. I ask that you take a moment and share this with everyone you know. They are coming for our children and families. Remember, the Executive Order provides for the option to not eliminate Bilingual Services. The information you need is in the Resolution.

Whereas a proposed federal overhaul from DHHS includes new rules requiring Head Start programs to operate strictly in English and tightening low-income eligibility verification. Changes, 1.) English Only, 2.) Ending “self-attestation”, 3.) Program Overhaul, class size, Health services and programmatic caps, and
Whereas the federal government has withheld funding for language services for 500 unaccompanied immigrant children for legal services due to providers unwilling to provide unlawful breech of client privilege and uphold the constitutional rights of the children, and
Whereas Michigan has upheld the rights of children to receive bilingual services for over 50 years with the passing of Public Act 294 in 1974, and
Whereas Bi-lingual Education was preserved and protected by LULAC in Bradley v. Milliken II (1978), Detroit Desegregation case, and
Whereas the City of Detroit provides for language support services and at the state level, Democratic gubernatorial candidate, Secretary of State Jocelyn Benson provided translation devices “Pocketalk” for language support services, and
Whereas these proposals and actions constitute a direct assault on the rights of low-income children and families, and
Whereas Head Start is the most successful program to emerge from the War on Poverty, and
Whereas Head Start is based on the model built by LULAC’s “Little School of the 400”,
Therefore, be it resolved; that the Michigan Democratic Party opposes the proposed DHHS rules changes for Head Start on the basis of violating federal court decisions and constitutional rights violations as provided for under the Civil Rights Act,
Be it further Resolved, that the Michigan Democratic Party encourages all elected officials and their constituencies to stand united against these atrocities being executed upon our children,
Be it further resolved, that the Michigan Democratic Party encourage all Michiganders to submit comments regarding the “Reducing Federal Burden for Head Start Programs” at www.Regulations.gov and/or email Deregulation@acf.hhs.gov before October 6, 2026.

Militarización de la Pobreza y Vulnerabilidad: El Asalto Administrativo a Nuestros Niños
Los anglos fóbicos del idioma han buscado durante mucho tiempo protecciones contra amenazas percibidas y fabricadas de otros grupos de idiomas desde tan temprano como 1900, luego de los alemanes. El movimiento English First/English Only ha encontrado una vez más un nuevo hogar en la administración Trump con el presidente habiendo firmado la Orden Ejecutiva #14224, 03/06/2025 revocando la Orden Ejecutiva 13166, esencialmente terminando el requisito para que agencias federales proporcionen acomodaciones de idioma. La OE no prohíbe el uso de otros idiomas, haciendo servicios de apoyo de idioma opcionales.
Una vez más debemos alzar nuestras voces para desafiar y protestar el cambio propuesto solo en inglés a Head Start. Es un ataque directo a la comunidad hispana, la mayor usuaria de servicio de Limited English Proficiency de Head Start. Si bien esto está lejos de ser un tratamiento comprensivo sobre los temas e historia relacionada, estoy escribiendo para compartir y pedir tu apoyo en llegar a tus funcionarios elegidos en cada nivel para pedir que alerten a sus electores a invertir el tiempo para comentar y abogar por nuestros niños que una vez más están siendo convertidos en peones y chivos expiatorios de los problemas de América.
Este fin de semana pasado redacté una resolución para oponerme a la propuesta solo en inglés para Head Start que fue unánimemente apoyada por el 13º Distrito Congresional Demócrata y será presentada ante la convención estatal del Partido Demócrata de Michigan para aprobación y adopción el 29 de agosto. Te pido que tomes un momento y compartas esto con todos los que conoces. Están viniendo por nuestros niños y familias. Considerando que el gobierno federal ha retenido financiamiento para servicios de idioma para 500 niños inmigrantes no acompañados para servicios legales debido a proveedores no dispuestos a proporcionar violación ilegal de privilegio de cliente y mantener los derechos constitucionales de los niños, y
Considerando que Michigan ha mantenido los derechos de niños a recibir servicios bilingües durante más de 50 años con el paso de la Ley Pública 294 en 1974, y
Considerando que Educación Bilingüe fue preservada y protegida por LULAC en Bradley v. Milliken II (1978), caso de Desegregación de Detroit, y
