City Council Historic Designation Advisory Board to nominate Bagley-West Vernor Historic District

A nomination to add parts of W. Vernor and Bagley to the National Register of Historic Places is heading to federal review, which could unlock tax credits and preservation grants for business owners who have anchored our neighborhood for generations.

Detroit’s Historic Designation Advisory Board (HDAB) will present the finished Bagley-West Vernor Historic District nomination at a public meeting next Thursday, September 11, at 4 PM at the Mexicantown CDC offices (next to the Secretary of State and Michigan Welcome Center).

From 16th to Ferdinand, both sides of Bagley and W. Vernor Hwy. would join the National Register, with establishments including Mexican Village, Tamaleria Nuevo Leon, Xochimilco, and Honey Bee Market recommended to be individually listed. The area joins other Southwest Detroit neighborhoods like Hubbard Farms, which received local historic district status in 1993, in gaining formal recognition for its historical significance.

The public meeting is a chance for residents to voice their thoughts on the nomination and understand the financial opportunities federal recognition would create, especially since approval would mean real money for property improvements. Business owners could recover up to 45% of renovation expenses through tax credits, while also competing for grants to enhance building facades and fund community projects.

The nomination caps a four-year initiative by HDAB to document underrepresented community histories citywide. District 6 Council Member Gabriela Santiago-Romero pushed for the federal grant, arguing the community needed “a Latinx historic context study to help us uplift our stories and our impact.”

From April through October 2023, Cassandra Talley, Lillian Candela, and Katie Cook of the Kraemer Design Group surveyed 48 sites identified by community members, with 10 receiving intensive documentation. The researchers noted their findings in a 130 page survey entitled “Survey of Detroit’s Latinx Communities, 1915-1980,” which is available to read in English and Spanish.

“Community members noted how the markets, restaurants, stores, and social service groups that Latin American immigrants founded along Bagley and W. Vernor solidified their community’s presence in Southwest Detroit,” the Historic Designation Advisory Board stated in announcing the completed nomination.

National Register listing is honorary and doesn’t restrict property modifications, unlike local historic districts that require city approval for exterior changes. Instead, the designation opens access to financial incentives many small business owners couldn’t otherwise pursue.

Property owners can recover nearly half their renovation costs through layered incentives: 20% from federal historic tax credits plus up to 25% from Michigan’s state program. Local examples include Detroit restaurants that upgraded their kitchens, added accessibility features, and restored vintage storefronts—all while maintaining the architectural character that attracts customers.

The state preservation office handles applications, usually responding within 3-6 months to proposals that show respect for historic elements like original facades and distinctive architectural features. Business owners collect their credits once construction wraps up and passes state review.

Competitive preservation grants also become available for facade studies, educational programs, and community projects. The Mexicantown Community Development Corporation at 2835 Bagley helps local business owners navigate the application processes.

Research shows historic districts typically increase property values by 12.6% compared to non-designated areas, according to a 2016 Michigan Historic Preservation Network study.

After the September 11 presentation, HDAB will submit the nomination to the National Park Service for final review and approval. The federal process typically takes 6-12 months, with most community-supported nominations ultimately approved.

The National Register of Historic Places has honored more than 100,000 historic sites across the country over the past fifty-nine years. The proposed district would join this national list as recognition of Southwest Detroit’s role in Latino American history.

The September 11 presentation focuses specifically on the Bagley-West Vernor Historic District—the commercial corridors between 16th and Ferdinand Streets that would gain recognition as two separate historic areas.

Separately, the community survey identified 14 individual sites throughout Southwest Detroit that researchers recommend for future National Register nominations. These sites, scattered across the broader neighborhood, would require individual applications and separate approval processes.

Sites within the proposed Bagley-West Vernor Historic District:

  • Mexican Village Restaurant
  • Honey Bee Market La Colmena
  • Tamaleria Nuevo Leon
  • Xochimilco

Additional Southwest Detroit sites recommended for individual National Register listing:

  • Most Holy Redeemer Church
  • Clark Park
  • Hispanos Unidos
  • Casa Maria
  • Western International High School
  • Bowen Branch Library
  • YMCA Western Branch
  • Rio Theater
  • Webster Elementary School

Community advocates hope federal recognition will support broader preservation efforts, including establishing a neighborhood museum or archive and conducting additional oral history projects to capture more resident experiences.

“We will have a designated Latinx historic site in the city, along with our stories captured for generations,” Santiago-Romero said when the project began.

El proceso lo maneja la State Historic Preservation Office (la oficina estatal encargada de la preservación histórica), que suele responder en 3 a 6 meses. Además, se pueden solicitar subsidios competitivos para estudios de fachadas, programas educativos y proyectos comunitarios. En Bagley, el Mexicantown Community Development Corporation (2835 Bagley) ayuda a los negocios locales a navegar el papeleo.

Según un estudio de la Michigan Historic Preservation Network (2016), las propiedades dentro de distritos históricos tienden a aumentar su valor en un 12.6% más que las áreas sin designación.

Líderes comunitarios esperan que este reconocimiento federal fortalezca esfuerzos de preservación más amplios, como establecer un museo o archivo del vecindario y recopilar más historias orales de residentes.
