What Detroiters Should Know About the Proposed School Operating Millage on the Aug. 4 Ballot

Detroit school millage explained: Learn what's on the Aug. 4 ballot, who pays, what's at stake for DPSCD, and what your vote could mean

Lo Que los Detroitenses Deben Saber Sobre la Propuesta de Gravamen Operativo Escolar en la Boleta del 4 de Agosto

Los votantes de Detroit decidirán el destino de una propuesta de gravamen operativo el 4 de agosto para el Detroit Public Schools Community District, su primera solicitud de este tipo desde que los legisladores estatales crearon el distrito en 2016.

Si eres un detroitense que se dirige a las urnas para las primarias del 4 de agosto, o alguien que vota anticipadamente, probablemente te estés haciendo una gran pregunta: ¿Por qué estamos votando sobre otro gravamen operativo escolar?

La respuesta es un poco complicada. Sí, en 2024, los detroitenses aprobaron fácilmente una renovación de gravamen operativo — el término técnico para un impuesto sobre algunos bienes raíces — para Detroit Public Schools. Esa es la entidad que solía educar estudiantes en la ciudad, pero desde 2016 solo ha existido para recaudar ingresos fiscales y pagar deuda antigua.

Pero mucho ha cambiado en los últimos dos años. El Detroit Public Schools Community District ahora debe buscar su propio gravamen operativo por dos razones clave:

  • El gravamen de DPS terminará de pagar la deuda operativa antigua en septiembre y debe dejar de recaudar ingresos fiscales operativos.

¿Para qué es este gravamen?

El Detroit Public Schools Community District está buscando un gravamen operativo de 18 molinos, que equivale a un impuesto de $18 por cada $1,000 de valor tasable, durante 20 años que proporcionará ingresos para gastos operativos generales que pueden abarcar desde programación en el aula y suministros hasta salarios del personal. No puede ser utilizado para proyectos de capital.

¿Quién se ve afectado por este gravamen?

Cualquiera puede votar sobre la propuesta, siempre que esté registrado. Pero el gravamen operativo se aplica a propiedades comerciales, propiedades de alquiler y propiedades de vacaciones. No afecta a los propietarios de viviendas principales. Entonces, si posees y vives en tu propia casa, esta votación no te afecta.

¿Cuál es la diferencia entre Detroit Public Schools y el Detroit Public Schools Community District? ¿Y por qué hay un cambio en cuál de ellos recaudará ingresos operativos?

DPS era el distrito que durante años educó estudiantes y operó escuelas. Pero la deuda de DPS había crecido con el tiempo, y la mayoría se acumuló cuando el estado controlaba el distrito. Eso afectó la cantidad de dinero disponible para las aulas.

Para evitar lo que muchos pensaban era una quiebra inminente, los legisladores crearon DPSCD en 2016 como un distrito separado. Los legisladores transfirieron el control de las escuelas de DPS a DPSCD, y el nuevo distrito se benefició de un comienzo fresco y libre de deudas. DPS permaneció intacto únicamente para recaudar ingresos de gravámenes. Esos ingresos van hacia el pago de la deuda operativa antigua de DPS. (Un gravamen de deuda separado está pagando deuda de capital y deuda al programa de préstamos rotativos del estado.)

Pero el presupuesto estatal aprobado el 10 de julio elimina $124 millones para costos operativos que el estado habría proporcionado a DPSCD el próximo año. Asume que el distrito recibirá esos fondos de un gravamen.

Los legisladores hicieron ese movimiento porque el aumento de los valores de propiedad de Detroit significa que la deuda será pagada mucho más rápido de lo planeado. Los oficiales de DPSCD querían mantener el ingreso de gravamen operativo de DPS fluyendo para ayudar a pagar el resto de la deuda antigua. Pero el Michigan Department of Treasury dijo que eso está prohibido por la ley estatal, y una demanda presentada por el distrito terminó con los tribunales dándole la razón al estado.

¿Cuánto dinero sería generado por este gravamen?

El gravamen generaría aproximadamente $112 millones durante el año escolar 2026-27. El presupuesto total de DPSCD para el próximo año escolar es alrededor de $1.1 mil millones. La financiación estatal y federal proporciona el resto.

¿Los gravámenes operativos son obligatorios?

Sí, los distritos escolares tradicionales están obligados a recaudar un impuesto de $18 por cada $1,000 de valor tasable para generar ingresos operativos. DPSCD fue una excepción durante sus primeros 10 años.

Las escuelas charter no tienen gravámenes y no reciben ingresos de gravámenes, excepto en el caso de un gravamen escolar a nivel del condado.

¿Por qué esta votación se está realizando ahora?

Las primarias del 4 de agosto son la primera oportunidad para DPSCD de poner la propuesta en la boleta desde que el distrito perdió su batalla con los oficiales del Michigan Treasury en la corte. Si no pasa el próximo mes, el distrito puede revivirla durante las elecciones posteriores, siendo la primera oportunidad la elección general del 3 de noviembre.

El distrito también podría optar por celebrar una elección especial, pero eso sería costoso.

¿Qué sucede si los votantes rechazan la propuesta?

El Superintendente de DPSCD, Nikolai Vitti, dijo que si los votantes no aprueban el gravamen fiscal antes del 1 de julio de 2027, el distrito enfrentaría un déficit de $111 millones para el año escolar 2027-28.

Lo que es poco claro es si la eliminación estatal del ingreso operativo para el distrito para el año escolar 2026-27 también llevará a un déficit. Vitti dijo que la única manera para que el distrito obtenga su financiamiento completo de $10,300 por estudiante asignado por el estado “sería forzar las recaudaciones de impuestos de DPS a DPSCD.” No hay otra fuente de financiamiento que el distrito pueda usar para llenar ese vacío, dijo.

¿Qué pasa si las recaudaciones de impuestos caen por debajo del 100%?

Aprobar la medida es una cosa. Los contribuyentes aún deben pagar sus facturas de impuestos para que el distrito recaude los ingresos proyectados.

El estado ha proporcionado a DPSCD el 100% de lo que un gravamen habría generado. Ese puede no ser el caso cuando el distrito deba depender de los ingresos reales del gravamen. Si los dueños de propiedades no pagan sus facturas, se generará menos ingresos. El lenguaje de la boleta dice que el ingreso generado sería $112 millones; Vitti dijo que eso asume una tasa de recaudación del 92%.

Vitti dijo que ha planteado este problema con los legisladores. Es algo que podría afectar a todos los distritos escolares en el estado.

“Esto no tiene sentido para mí desde un punto de vista operativo, que pongas un distrito escolar en riesgo de no tener tanto ingreso como deberían tener por causa de la recaudación de impuestos sobre propiedad local,” dijo Vitti durante una reunión del comité de la junta escolar en mayo. “Esto es 2026; no deberíamos financiar distritos escolares de esta manera.”

Como resultado, estos acuerdos reciben menos escrutinio público, porque el estado hará la diferencia de todos modos.”
