As an Efficiency Model, Community Health Centers Generate a Return on Investment

Conventional wisdom is that only the most pressing legislation gets passed in the very tight window between Election Day and Inauguration Day. Ensuring government agencies receive funding is considered one of the mission-critical end-of-year tasks. Securing desperately needed funding to Community Health Centers – which form the backbone of the U.S. healthcare system – is equally urgent.

That’s why the Community Health and Social Services (CHASS) Center and health centers from across the country were in Washington, D.C. this past week, participating in the National Association of Community Health Centers’ (NACHC) Annual Fly-In. These dedicated doctors, nurses, board members, and patients are part of a nonpartisan movement that’s been in existence for nearly 60 years. They traveled from far and wide to remind lawmakers that they care for 10 percent of U.S. population while representing just 1 percent of healthcare spending. Federal support from Congress that helps pay for the staff and operational costs of caring for 32.5 million patients will run out unless lawmakers act before the end of the year.

Health centers provide comprehensive and affordable primary care services that may include behavioral health, oral health, pharmacy, substance abuse counseling, all in a one stop shop.  They care for everyone – from veterans to blue collar workers who power American industries. According to the Congressional Budget Office, health centers save the healthcare system billions of dollars because they reduce preventable inpatient hospitalizations and emergency room visits through timely access to more efficient and effective primary care. Instead of sick care, they reach beyond the walls of the exam room to address the root causes of chronic disease – food insecurity, lack of housing, mental illness or substance abuse.

Health centers are focused on patients, not profits but they are also good for the economy. They support over half a million jobs, generate more than $37 billion in labor income, and contribute nearly $85 billion to the U.S. economy. Leaders of all political stripes support the mission of health centers because they are effective stewards of tax dollars and the best prescription for the nation’s health.

Como modelo de eficiencia, los centros de salud comunitarios generan un retorno de la inversión

Según la sabiduría popular, sólo se aprueban las leyes más urgentes en el estrecho margen que media entre el día de las elecciones y el de la toma de posesión. Garantizar la financiación de las agencias gubernamentales se considera una de las tareas críticas de fin de año. Garantizar la financiación que necesitan desesperadamente los centros de salud comunitarios, que constituyen la columna vertebral del sistema de salud estadounidense, es igualmente urgente.

Por este motivo, el Centro Comunitario de Salud y Servicios Sociales (CHASS Center) y otros centros de salud de todo el país han estado esta semana en Washington D.C., participando en el Fly-In anual de la Asociación Nacional de Centros de Salud Comunitarios (NACHC). Estos dedicados médicos, enfermeras, miembros de juntas directivas y pacientes forman parte de un movimiento no partidista que existe desde hace casi 60 años. Viajaron desde muy lejos para recordar a los legisladores que atienden al 10% de la población de EE.UU. y sólo representan el 1% del gasto en salud. Las ayudas federales del Congreso para sufragar los gastos de personal y funcionamiento que supone atender a 32,5 millones de pacientes se agotarán si los legisladores no toman medidas antes de finales de año. 

Los centros de salud ofrecen servicios integrales y asequibles de atención primaria que pueden incluir salud de la conducta, salud bucodental, farmacia, asesoramiento sobre abuso de sustancias, todo en un solo lugar.  Atienden a todo el mundo, desde los veteranos hasta los trabajadores que impulsan las industrias estadounidenses. Según la Oficina Presupuestaria del Congreso, los centros de salud ahorran miles de millones de dólares al sistema sanitario porque reducen las hospitalizaciones evitables y las visitas a urgencias gracias a un acceso oportuno a una atención primaria más eficiente y eficaz. En lugar de atender a los enfermos, van más allá de las paredes de la consulta para abordar las causas profundas de las enfermedades crónicas: inseguridad alimentaria, falta de vivienda, enfermedades mentales o drogadicción.

Los centros de salud se centran en los pacientes, no en los beneficios, pero también son buenos para la economía. Crean más de medio millón de puestos de trabajo, generan más de 37.000 millones de dólares en ingresos laborales y aportan casi 85.000 millones de dólares a la economía estadounidense. 

Líderes de todas las tendencias políticas apoyan la misión de los centros de salud porque son administradores eficaces del dinero de los contribuyentes y la mejor receta para la salud del país.
