When an uninsured Detroit resident with limited funds contacted District 6 City Council Member Gabriela Santiago-Romero in need of a mammogram and check-up, she immediately knew where to turn.

“We contacted CHASS and sure enough, they were able to meet the need,” Santiago-Romero said. “This is the type of resource we need in every community in our city, because healthcare is a human right.”

It’s just one of many reasons why Santiago-Romero recently presented The Community Health and Social Services Center (CHASS) with the Spirit of Detroit Award, honoring its 55 years of service to the people of Detroit.

CHASS was founded in 1970 by community leaders after several local hospitals shut down during a time of civil unrest in Detroit. The closures left many Hispanic and Black residents in Southwest Detroit without access to medical care. CHASS was built to fill that gap, offering quality healthcare to those who needed it most.

Today, the center provides care for thousands of families each year. CHASS offers medical, dental, mental health, and wellness services, but it stands out from other clinics for its focus on providing care that is affordable, and culturally appropriate.

“Receiving the Spirit of Detroit Award is validation,” said J. Ricardo Guzmán, LMSW, MPH, CEO Emeritus of CHASS. “It affirms that CHASS is a valued and trusted provider, not just a clinic, but a cornerstone of the community.”

Under Mr. Guzmán’s 30-year leadership, CHASS grew from a modest neighborhood clinic to a federally qualified health center with a $17 million state-of-the-art facility, entirely debt-free just seven years after opening. “I’m most proud that CHASS is now seen by the philanthropic, business, and healthcare communities as an organization of excellence,” he said. “We’ve put the health needs of patients first, especially in the areas of culturally and linguistically competent care.”

CHASS also became a training ground for medical and mental health professionals and a national example in community-based participatory research. Through its partnership with the University of Michigan, the center has empowered residents to shape research that reflects their lived health concerns, ensuring better outcomes grounded in real-world challenges.

But Guzmán is quick to point out that CHASS’s success isn’t just about medicine. “We hired from the neighborhood, community health workers, front desk staff, support staff. That was important to our founders, and I remain committed to that value.”

When Felix M. Valbuena, MD, DABFM, FAAFP, took on the position of Chief Executive Officer of CHASS in 2017, his decision was driven not only by passion but by deeply personal experience.

Valbuena reflected on his long journey with CHASS. He started as a social worker in 1989 and eventually rose to the position of CEO. “It’s been about 36 years that I’ve been affiliated with the center. Part of what we try to do here is hire people who fall in love with the work, help them progress, and give them the skills and knowledge to grow in their careers.” He says he hopes to create a workforce that is just as passionate and dedicated to community health as he is.

Today, CHASS serves thousands of patients annually, many of whom are uninsured or underinsured, with a bilingual, bicultural staff that reflects the community it serves.
“It’s not just about access to care,” Valbuena said. “It’s about dignity. We provide a sliding fee scale, yes, but we also provide a space where no one is judged. No one is turned away.”

City Council Member Santiago-Romero grew up going to CHASS. She sees it as both a symbol and a solution. “In a city where too many people fall through the cracks, CHASS has never stopped showing up,” she said. “From the wellness programs to the CHASS Mercado and 5K runs, this is an organization that understands health starts before you even step into a doctor’s office.”

CHASS’s 13th Annual 5K Run/Walk and Kids’ Race is coming up on Saturday, August 9, from 9 a.m. to 12 p.m. at the CHASS Center (5635 W. Fort St.). The free event will feature local vendors, family-friendly activities, and resource tables from community partners. The race, wellness programs, nutrition classes, and on-site produce markets reflect a holistic understanding of health.

Looking to the future, Guzmán and Valbuena share the goal of cultivating the next generation of Latino healthcare leaders. “We need to acknowledge the leaders who came before us, but we also have to plan for those who will come after,” Guzmán said. “It’s not enough to serve the community. We need leadership that comes from the community.”

Valbuena agrees, and says that in today’s economic and political climate, advocacy is a form of survival. “We have to defend our values. Health is a right, not a privilege. And that means staying in the fight, every day.”

As CHASS celebrates 55 years of service, it continues to embody a mission rooted in providing accessible, comprehensive, affordable, and inclusive healthcare for all. “I am beyond grateful for everything CHASS has done for our families, our neighborhoods, and our future,” said Santiago-Romero. “Congratulations, and here’s to 55 more.”
