Welcoming Downtown Spaces for Detroit Youth

Detroit youth spaces are under scrutiny as leaders push for safer, inclusive downtown areas for teens amid new transit access

Espacios acogedores en el centro para la juventud de Detroit

¿Son suficientes?

Miembros del Detroit City Council están impulsando la creación de más espacios inclusivos para la juventud en el centro de la ciudad, tras el lanzamiento de un nuevo programa que ofrece acceso amplio a viajes gratis en autobús. La necesidad de contar con más espacios acogedores fue planteada el lunes por la concejal Gabriela Santiago-Romero, luego de que varios residentes compartieran preocupaciones sobre la juventud durante la reunión del subcomité de Salud Pública y Seguridad.

Este mes, la ciudad lanzó el programa “Ride to Rise”, que ofrece a estudiantes de Detroit de entre 5 y 18 años —en escuelas públicas, privadas o charter— viajes gratuitos en los autobuses del Detroit Department of Transportation (DDOT), los siete días de la semana y a cualquier hora. Solo necesitan mostrar su identificación escolar. Se espera que la iniciativa ayude a los estudiantes a asistir a la escuela con mayor regularidad y a participar en actividades después de clases.

Si la ciudad subvenciona el transporte escolar para todos los alumnos, las escuelas se liberarán de la carga administrativa y financiera, lo que les permitirá reinvertir esos recursos en sus estudiantes de otras maneras significativas.

En días recientes, Detroit recibió una gran cantidad de visitantes por el Opening Day de los Detroit Tigers, así como un aumento de jóvenes en el centro, lo que resultó en que algunos fueran detenidos por la policía.

Santiago-Romero dijo que le preocupa que los jóvenes hayan sido “sobre vigilados” en el centro durante el fin de semana y expresó su interés en dialogar con la administración de la alcaldesa Mary Sheffield sobre cómo las autoridades y las fuerzas del orden pueden apoyar mejor a la juventud y relacionarse con ella.

“Porque, seamos honestos, el centro sí se vuelve un lugar donde los adultos vienen a beber, pero también necesitamos espacios acogedores e incluyentes para los jóvenes”, dijo.

También señaló que es necesario discutir servicios integrales para la juventud, así como capacitación en “desescalamiento de conflictos”, “no solo para los jóvenes, sino para todos nosotros”.

“Este será otro cambio cultural que necesitamos hacer para integrar a nuestros jóvenes en el centro”, añadió. “Después de las discusiones del presupuesto, invitaremos a la persona encargada de temas de juventud en la administración para que comparta con nosotros los planes para el verano. Sabemos que en verano la gente está más en la calle y queremos asegurarnos de que todos estén seguros”.

Santiago-Romero sugirió que la ciudad considere usar Hart Plaza como un espacio organizado de convivencia para jóvenes.

“Normalmente no es un espacio tan activo como podría ser”, dijo.

Campus Martius, agregó, está prácticamente delimitado y no resulta acogedor para personas menores de 21 años.

“Necesitamos un espacio donde no te limiten por ser joven”, dijo. “Tenemos mucho espacio en el centro. Creo que podemos lograrlo”.

El embajador de transporte de Detroit, Michael Cunningham, elogió la oferta de viajes gratis en autobús para estudiantes, calificándola de “excelente”, aunque reconoció que su implementación podría enfrentar retos.

Cunningham señaló que será importante contar con suficientes voluntarios, establecer ciertas restricciones de días y horarios, y contar con señalización para que las personas puedan reportar cualquier problema, especialmente durante el verano y en horarios nocturnos.

“No estoy diciendo que nuestros jóvenes sean problemáticos, pero… algunos no muestran el mismo respeto hacia los mayores como antes”, comentó.

El director ejecutivo de tránsito de DDOT, Robert Cramer, dijo a BridgeDetroit que el Detroit Police Department cuenta con una unidad de tránsito cuyos oficiales pueden ser desplegados cuando sea necesario.

“Si escuchamos que hay cierta ruta o cierto horario donde parece haber más problemas o donde los jóvenes se sienten menos seguros, podemos aumentar la presencia de oficiales en esos autobuses”, explicó.

A largo plazo, la idea es desarrollar un “programa de embajadores”: adultos que viajen en los autobuses para ayudar a que los estudiantes se sientan más seguros, y posiblemente colaborar con grupos de Community Violence Intervention (CVI), organizaciones de servicios sociales, guardias de cruce y personal de DDOT.

Los estudiantes comenzaron a usar los viajes gratuitos de DDOT el 1 de abril, durante las vacaciones de primavera. El lanzamiento formal fue el lunes 6 de abril, cuando se reanudaron las clases, según informó la ciudad.

El concejal Denzel McCampbell coincidió con la preocupación de Santiago-Romero sobre la necesidad de incluir a los jóvenes que visitan el centro. Señaló que, a diferencia de los centros comerciales, salas de arcade y parques de patinaje de antes, hoy en día hay menos lugares donde los jóvenes puedan reunirse y divertirse.

“Necesitamos crear más oportunidades para los jóvenes, y también reflexionar sobre cómo respondemos cuando se reúnen”, dijo McCampbell, destacando la importancia de los grupos de Community Violence Intervention, educadores comunitarios y otros. “Necesitamos más personas que se acerquen y pregunten: ‘¿Necesitan algo?’”.

“Hart Plaza no suele ser un espacio tan activo como creo que podría ser”, dijo el concejal Santiago-Romero.

McCampbell dijo que también espera continuar las conversaciones con la administración sobre cómo ofrecer más opciones para los jóvenes y garantizar que “no los estemos castigando por querer ser parte de lo que todos disfrutamos en el centro”.

Una solicitud de información al Detroit Police Department sobre detenciones y multas a jóvenes durante el fin de semana no recibió respuesta inmediata.

La concejal Mary Waters, quien también forma parte del comité de Salud Pública y Seguridad, dijo que el centro estuvo “lleno de energía” durante el fin de semana y expresó su esperanza de que no se hayan emitido multas a jóvenes.

“Los jóvenes estaban por todos lados. La ciudad se sentía viva. No estoy en contra de que los jóvenes estén afuera”, dijo. “Espero que podamos encontrar la manera de que se sientan parte de este centro y de esta ciudad. Tenemos que hacerlo realidad para ellos. De lo contrario, se van a otras ciudades y los perdemos”.
