The pattern of ICE Violence and the Lack of Accountability

Another death has occurred as a result of the viciousness of ICE agents empowered by the Trump Administration.  If it were not for brave people videotaping what is happening, we would be ignorant of the truth.

The Trump Administration is reporting that Alex Pretti was a gunman threatening the lives of ICE agents and they acted in self-defense. Fortunately, the several videos taken by many people from different perspectives shown quickly on social media tell another story.  

A CNN video reviewed these perspectives. One from a car passing by where one can see the ICE agent pushing Alex Pretti toward the curb; Pretti is calm, with camera in right hand and his other hand empty.

 

The CNN clip also shows how Pretti was attacked by several ICE agents. In that altercation, Pretti was discovered to have a holstered gun and once removed, he is disarmed, he is then fatally shot several times while still on the ground.

There is a separate short video that was taken showing ICE agents walking toward the commotion and immediately after the gunshots one agent is seen clapping his hands, applauding the fatality.

Then we all see that the political spin and gaslighting begins: We hear Secretary of Homeland Security Kristi Noem reframe the event by describing the victim as a man who was not only armed but had the intent to harm ICE officers and that an ICE agent took a defensive stance to save others.  And so, we see the pattern where the victim is demonized and the killing is justified. And ICE agents suffer no punishment.

We saw this same pattern with Renee Nicole Good and George Floyd.

In 2013, U.S. Customs and Border Protection (CBP) commissioned the Police Executive Research Forum (PERF) to conduct a review of the Use of Force by CBP officers and agents.

And in that PERF report it specifically stated:

It is suspected that in many vehicle shooting cases, the subject driver was attempting to flee from the agents who intentionally put themselves into the exit path of the vehicle, thereby exposing themselves to additional risk and creating justification for the use of deadly force.

According to the current Department of Justice Manual on the use of Deadly Force 2022: Deadly force may not be used solely to prevent the escape of a fleeing suspect. Affirmative duty to intervene is required, which means that an officer is required to prevent another officer from using excessive force and protect civilians. And, that medical aid needs to be given. We clearly do not see this behavior.  

After the Renee Nicole Good shooting, Andrew Stanton from Newsweek wrote a list of 10 cases in 2025 where ICE Agents used gunfire and lethal force.

December 31: Los Angeles, California: Keith Porter, 43, was fatally shot by an off-duty ICE agent, after a verbal altercation; the off-duty ICE agent was in tactical gear.

December 24: Glen Burnie, Maryland: An ICE agent shot an individual who allegedly tried to run them over.

December 21:  St. Paul, Minnesota: An ICE agent fired shots at a Cuban immigrant accused of striking two agents with an SUV.

November 13: Washington, D.C.: An ICE agent opened fire during a car chase.

October 30: Ontario, California: An ICE agent shot at a U.S. citizen named Carlos Jimenez. Federal prosecutors said the officer shot in self-defense after a “verbal altercation”; that the driver attempted to drive away.

October 29: Phoenix, Arizona:  A man was shot at by an ICE officer during a traffic stop, the driver began to drive away, and an officer fired after fearing for his life.

October 21: Los Angeles, California:  An undocumented immigrant was accused of trying to evade arrest by using his car to hit a law enforcement vehicle. An ICE agent then fired “defensive shots” that hit the man in his elbow.

October: Chicago, Illinois: An ICE agent shot at a U.S. citizen, Marimar Martinez. She said the agent’s vehicle “rammed her car,” prosecutors cited self-defense.

September:  Franklin Park, Illinois: A fatal shooting by an ICE agent during a traffic stop. A man allegedly drove his car toward officers and tried escaping arrest.

July 31: Black Forest, Colorado: ICE agents shot at a vehicle after a suspect allegedly tried to drive their vehicle into officers. Suspects fled their vehicle and no injuries were reported,

The list is what we know of so far and it doesn’t’ include deaths within Detention Centers.

Nevertheless, even here the pattern is the same as the PERF report. ICE agents initiate a reckless and hostile confrontation, then report fearing for their life, the agents then fire their guns in self-defense and the victim is the villain.  The ICE agent is faultless and so immune.

The difference is that now the patterned stories come directly from the president and vice president stating “the victim is villain” employing the ICE Agent shot in self-defense argument, but this time it occurs before any investigation and contrary to video evidence that was viewed by the world. The pattern and deception are obvious.

By repeating the message consistently, the false narrative creates a false reality. 

Many analysts in the media report that the behavior of the ICE agents shows poor training or incompetence. Let us consider that training will not compensate for a lack of empathy, ethics, or accountability.  We cannot hold a civil servant accountable if they have immunity. 

Those prone to impulsiveness and criminality should not be granted any amount of qualified immunity because they will act like masked criminals.  Impunity, to act without fear of punishment, only leads to repeat offences.  Immunity does not exist within the Constitution. So, neither the president nor police officers should act with impunity or hide behind any sort of immunity.

El patrón de violencia de ICE y la falta de rendición de cuentas

Otra muerte ha ocurrido como resultado de la brutalidad de agentes de ICE empoderados por la administración Trump. Si no fuera por personas valientes que grabaron lo que estaba ocurriendo, seguiríamos ignorando la verdad.

La administración Trump afirma que Alex Pretti era un hombre armado que amenazaba la vida de agentes de ICE y que estos actuaron en defensa propia. Afortunadamente, los varios videos grabados por distintas personas desde diferentes ángulos, y difundidos rápidamente en redes sociales, cuentan otra historia.

Un video de CNN revisó estas distintas perspectivas. En uno, grabado desde un auto que pasaba por el lugar, se ve a un agente de ICE empujando a Alex Pretti hacia la banqueta; Pretti está tranquilo, con una cámara en la mano derecha y la otra mano vacía.

El clip de CNN también muestra cómo Pretti fue atacado por varios agentes de ICE. Durante ese altercado, se descubrió que Pretti llevaba un arma en la funda; una vez retirada, queda desarmado y, aun así, es baleado mortalmente varias veces mientras permanece en el suelo.

Existe otro video corto que muestra a agentes de ICE caminando hacia el alboroto y, justo después de los disparos, se ve a un agente aplaudiendo, celebrando la muerte.

Luego comienza el giro político y la manipulación. Escuchamos a la secretaria de Seguridad Nacional, Kristi Noem, reinterpretar el hecho describiendo a la víctima como un hombre que no solo estaba armado, sino que tenía la intención de hacerle daño a los agentes de ICE, y que un agente adoptó una postura defensiva para salvar a otros. Así vemos repetirse el patrón: se demoniza a la víctima y se justifica el homicidio. Y los agentes de ICE no enfrentan consecuencias.

Vimos este mismo patrón con Renee Nicole Good y con George Floyd.

En 2013, U.S. Customs and Border Protection (CBP) encargó al Police Executive Research Forum (PERF) una revisión sobre el uso de la fuerza por parte de oficiales y agentes de CBP.

En ese informe del PERF se estableció de manera específica:
Se sospecha que en muchos casos de disparos contra vehículos, el conductor intentaba huir de los agentes, quienes intencionalmente se colocaron en la trayectoria de salida del vehículo, exponiéndose así a un mayor riesgo y creando una justificación para el uso de fuerza letal.

Según el Manual actual del Department of Justice sobre el uso de fuerza letal de 2022: la fuerza letal no puede usarse únicamente para impedir la huida de un sospechoso. Existe el deber afirmativo de intervenir, lo que significa que un oficial debe impedir que otro use fuerza excesiva y debe proteger a civiles. Además, se debe brindar atención médica. Claramente, no vemos que esto ocurra.

Después del asesinato de Renee Nicole Good, Andrew Stanton, de Newsweek, publicó una lista de 10 casos en 2025 en los que agentes de ICE utilizaron armas de fuego y fuerza letal.

31 de diciembre: Los Ángeles, California: Keith Porter, de 43 años, fue baleado mortalmente por un agente de ICE fuera de servicio tras una confrontación verbal; el agente vestía equipo táctico.

24 de diciembre: Glen Burnie, Maryland: un agente de ICE disparó contra una persona que presuntamente intentó atropellarlo.

13 de noviembre: Washington, D.C.: un agente de ICE abrió fuego durante una persecución vehicular.

30 de octubre: Ontario, California: un agente de ICE disparó contra un ciudadano estadounidense llamado Carlos Jimenez. Fiscales federales dijeron que el agente actuó en defensa propia tras una “confrontación verbal” y que el conductor intentó retirarse del lugar.

29 de octubre: Phoenix, Arizona: un hombre fue baleado por un agente de ICE durante una parada de tráfico; el conductor comenzó a avanzar con el vehículo y el agente disparó al temer por su vida.

21 de octubre: Los Ángeles, California: un inmigrante indocumentado fue acusado de intentar evadir su arresto usando su auto para golpear un vehículo policial. Un agente de ICE disparó “tiros defensivos” que impactaron al hombre en el codo.

Octubre: Chicago, Illinois: un agente de ICE disparó contra una ciudadana estadounidense, Marimar Martinez. Ella declaró que el vehículo del agente “embistió su auto”; los fiscales citaron defensa propia.

Septiembre: Franklin Park, Illinois: un agente de ICE realizó un disparo fatal durante una parada de tráfico. Presuntamente, un hombre condujo su auto hacia los oficiales e intentó huir del arresto.

31 de julio: Black Forest, Colorado: agentes de ICE dispararon contra un vehículo después de que un sospechoso presuntamente intentara embestirlos. Los sospechosos huyeron del vehículo y no se reportaron heridos.

Esta lista es lo que se conoce hasta ahora y no incluye muertes ocurridas dentro de centros de detención.

Aun así, el patrón es el mismo que señala el informe del PERF. Los agentes de ICE inician una confrontación temeraria y hostil, luego afirman temer por su vida, disparan en supuesta defensa propia y la víctima es presentada como el villano. El agente queda libre de culpa y protegido por una supuesta inmunidad.

La diferencia ahora es que estas narrativas repetidas provienen directamente del presidente y del vicepresidente, afirmando que “la víctima es el villano” y que el agente de ICE actuó en defensa propia, pero esta vez antes de cualquier investigación y en contradicción con evidencia en video vista por todo el mundo. El patrón y el engaño son evidentes.

Al repetir el mensaje de forma constante, una narrativa falsa termina creando una falsa realidad.

Muchos analistas en los medios señalan que la conducta de los agentes de ICE refleja mala capacitación o incompetencia. Pero la capacitación no compensa la falta de empatía, ética o rendición de cuentas. No se puede exigir responsabilidad a un servidor público si cuenta con inmunidad.

Quienes son propensos a la impulsividad y a la conducta criminal no deben recibir ningún tipo de inmunidad calificada, porque actuarán como criminales encapuchados. La impunidad —actuar sin temor a castigo— solo conduce a la repetición de abusos. La inmunidad no existe en la Constitución. Ni el presidente ni los agentes del orden deberían actuar con impunidad ni esconderse detrás de ninguna forma de inmunidad.
